Construction of a Solar Photovoltaic (PV) plant with capacity of 300 MW.
REPDO has issued this Request for Qualification (RFQ) to seek SOQs from individual Applicants that may wish to take part in Project. Information provided in each SOQ will be used by REPDO to evaluate the suitability, capabilities and experience (organizational, technical and financial) of Applicants in order to prequalify those parties who will be invited to act as "Managing Member", "Local Managing Member" (if applicable) and/or "Technical Member" for Round 2 Projects. In order to receive an NPQ for Round 2 Projects, Applicants must submit all information requested under this RFQ. Such information will be treated as confidential by REPDO and its Advisers. Parties who fail to prequalify on as Local Managing Member, Managing Member and/or Technical Member will be able to join a consortium with parties qualified in these roles once the NPQs are issued. Applicants are invited to submit a SOQ by no later than 15:00 hrs (KSA time) on the Due Date of 08 April, 2019.
REPDO is planning to issue the request for proposals (RFP) for the scheme in early July 2019, with a planned submission date in early December 2019. A Substation (BSP) is made to interconnect the proposed Renewal Energy (Solar) Power Plant at Rabigh area, around 150km from Jeddah. The BSP, with a capacity of 300MW will be injected to Saudi Electricity Company’s transmission system as phase-1. Scope of work involves two portions:
Portion 1:
Construction a new indoor 380/110 kV Gas Insulated Substation, named as Rabigh PV (RBG PV) 380/110 kV BSP. It includes protection, control, communication and SAS/SCADA systems. The BSP shall be equipped with IEC 61850 standards based technically and economically optimized Substation Automation System (SAS) and will be remotely controlled from the SEC’s Power Control Center (PCC) through SCADA and Communication. The Substation consists of following major equipment:
- 380kV Gas Insulated Switchgear (GIS)
- 110kV GIS
- 13.8kV Switchgear
- 502MVA, 380/110/13.8kV power transformers
- 2.5MVA, 13.8kV/400V-230V Station Service Transformers
- 13.8kV Grounding Transformers
- HV/MV Power Cables and Terminations,
- AC/DC Auxiliary Power Supply,
- Surge Arresters
- Control/Protection System,
- Substation Automation System (SAS)
- Communication System
- Fire Detection/Alarm and Safety and Fire Protection System
- Civil/Structural works and Mechanical works
- Security System of Class-1
- Environmental and Social Impact Assessment Study.
Portion 2:
Design and construction of (2 Nos.) 380kV Double Circuit Overhead Transmission Lines Loop In & Loop Out to establish following Circuits:
- RABIGH PV BSP - RABIGH IPP BSP (CKT 1 & 2) with approximate route distance of 1.65 km.
- RABIGH PV BSP - THUWAL BSP (ONE CIRCUIT) / SAMER BSP (ONE CIRCUIT) with approximate route distance of 1.70 km.
The project involves using 4 x 795/403 kcmil/mm2, ACSR/AW 'Condor' type conductors per phase, along with OPGW and Optic Fiber cables.
